After the administrative reforms in the early 1990s and the collapse of the Centralized Library Network of the Yamalo-Nenets Autonomous Okrug, the centralized providing of public libraries with books from the district budget was discontinued. In 1998, the District Central Library in the city of Salekhardwas liquidated and the system of legal copy distribution for libraries, related to its competence in the Okrug, was violated. The activity of the new municipal centralized library systems in the district was not coordinated and the professional connection between the libraries was lost.
Then, actively using software methods to regulate library processes, and taking into account the specific conditions of the Yamalo-Nenets Autonomous Okrug, in 2005 the Department of Culture of the Autonomous Okrug developed a project to create the missing link in the system of public libraries the Regional library. According to the developers, this library was supposed to be a scientific-methodical and coordinating center for the district libraries. It was also envisaged that the expected effect from the implementation of this project will be the minimization of the barriers between municipal libraries, and then between libraries of other departments. The project was initially at risk, since the creation of a library at the level of the Federal entity is an expensive process. In the recent decades, there were no libraries of the similar format in the Russian Federation. This project was implemented and on 1 January 2006, the National Electronic Library of the Yamalo-Nenets Autonomous Okrug began its work.
The word “National” was put into the name of the newly formed institution, because the main activity of the library is the formation and preservation of the national regional library and information fund with documents stored in the libraries of the autonomous region, both in traditional printed form and electronic versions.
At the first stage, the project developers envisaged that the library would be only electronic, as the powerful introduction of new information technologies into practice creates faster and more economical formation of library resources, as well as organizing free access for citizens to the distributed information resources, both to their own and to Russian and foreign libraries. However, during the implementation of the project, it turned out that it would be impossible to abandon the traditional forms of real reading rooms as for the residents of a polar city every cultural institution is a great value. In 2008, the word “Electronic” was excluded from the name of the institution.
In order to coordinate the activities of organizing effective forms of library services and combining human, informational and financial resources of the libraries of the Yamalo-Nenets Autonomous Okrug, it was decided to create a voluntary association of libraries the Corporate Library Network of the Yamal-Nenets Autonomous Okrug. The National Library was chosen as the coordinating center of the voluntary association of libraries. Since 2007, there has been carrying out the work on the organization of a corporate network. There has been set the standards for information exchange and conditions for the formation of a consolidated electronic catalog of the project participants on the server of the National Library. All this gave users an opportunity to exchange information and make a search in the catalogs of libraries located in the autonomous region and beyond it. The specialists of the National Library of the Yamalo-Nenets Autonomous Okrug developed a graphical shell of the YANAO Corporate Information Library Portal www.libraries-yanao.ru, which contains information collected from the municipal libraries of the district.
The ultimate goal of the joint activities of the district libraries within the Corporate library network is the creation of a single electronic resource, including a consolidated electronic catalog, an analytical list of articles from the local periodicals and an Electronic library of the Yamal-Nenets Autonomous Okrug with a Fund of digital documents.
Today, the Electronic library is represented by the following sections: Rare Yamal’s book. The collection includes complete texts of publications of the XIX - early XX centuries. The basis for the formation of the collection became rare books selected for the digitization from the Fund of the Scientific library of the Yamal branch of the Institute of Archaeology of the Ural branch of the Russian Academy of Sciences. Today, 40 books have been digitized and presented on the Corporate portal, systematized in accordance with the BBK in the following sections: fiction, museum science, law, earth science, history and ethnography, psychology, folklore, mythology. The most striking publications of this collection are devoted to the history of our region. Among these books there are: "Languages and writing system of Peoples of the North", edited by Ya. P. Alkor in 1934, “Yangal-Maa: a vogulskiy poem with the author's article on Vogulsky epic", written by M. A. Plotnikov in 1933 and others. A work on identifying similar publications passed in the national domain (expired copyright) is ongoing.
E-book of the Yamal Peninsula. The National library launched the project "E-book of the Yamal Peninsula" with the aim of preserving and promoting the literary heritage of our region and organizing free access to the books about the Yamal Peninsula and electronic counterparts of the books published on the territory of the Yamal Peninsula. The project is based on the creation of digital copies of works written by contemporary authors living in the Yamal-Nenets Autonomous Okrug, including the conclusion of license agreements for the transfer of the right to use the work. In the absence of an electronic copy of the author's work, which he must transfer to the Library at the conclusion of the contract, the digitization of the book is made on special equipment in the Library. After that, the book is placed on the Corporate informational library portal in the section "Electronic book of the Yamal Peninsula" in aneasy-to-read format. "Electronic book of the Yamal Peninsula" has already united more than 50 authors of the Yamal-Nenets Autonomous Okrug, who wants to cooperate with the library. They are well-known historians, scientists, political figures, journalists, writers: E. T. Pushkareva, S. N. Kharyuchi, V. I. Stepanchenko, V. N. Gritsenko, L. F Lipatova, O. P. Syugney, A. M. Syazi, Z. I. Randymova, N. M. Taligina, N. V. Cymbalistenko, Yu.I. Popov, A. Kazovsky, N. Dudnikov etc. Also in this section you will find the "Red book of the Yamal-Nenets Autonomous Okrug: animals, plants, fungi", published in 2010.
The periodic publications of the Yamal Peninsula. In this section of the electronic library there is an access to the full texts of the periodicals of the Autonomous Okrug. Among them: a socio-political newspaper "Red North" for the period of 2008-2009, a collection of data-processing materials "The culture of the Yamal Peninsula", people's magazine "Northmen", a magazine about youth people "Youth of the Yamal", a scientific journal of the Yamal-Nenets Autonomous Okrug.
Publications of cultural institutions of the Yamal. The section currently contains statistical collections and bibliographic indexes, issues of the professional journal "Libraries of the Yamal in the context of time", prepared by specialists of the National library, digests, thematic indexes, analytical lists of literature prepared by the municipal libraries of the Autonomous Okrug, as well as methodological materials prepared by the District house of crafts.
In the National library all the processes are automated: computer cataloguing, service to readers, processing of library statistics, creation of own electronic databases, catalog, RFID technology is introduced in the process of book distribution, which allows to improve and ease the work of the librarians, as well as to raise the quality of service to readers to a higher level.
The library provides access to the following electronic resources of the corporate informational library portal of the Yamal-Nenets Autonomous Okrug, the resources of the National electronic library, the Presidential library named by B. N. Yeltsin, Internet resources of Russian libraries, legal database "Consultant+".
The library is the center of popularization of book heritage and attraction to reading.
Traditionally, the library hosts presentations of books by the Yamal authors, meetings with writers, actions aimed at promoting reading and knowledge, leisure activities.
To cover the population of the Autonomous Okrug, the library annually initiates virtual events: competitions, quizzes in which residents of other municipalities of the Autonomous Okrugalso participate.
The library also has a stable list of its own publications. In recent years, methodological and bibliographic manuals have been prepared and published, the readership of which are library specialists and residents of the Autonomous Okrug.
Currently, the national library of the Yamalo-Nenets Autonomous Okrug is located in a beautiful two-storey building and stands on the Bank of the river in the city center. Today, in the institution work young, creative specialists of different professions: librarians, teachers, lawyers, economists, programmers, managers. But all of them are a team of like-minded persons, who understand that they have a serious task – the development of the regional library of modern times the National library of the Yamalo-Nenets Autonomous Okrug.
